As we wrap up the last discussion group before our summer hiatus, we want to reflect on the key topics that captured our attention: Second Home Ownership and Discretionary Housing Payments (DHP).
A focus of our dialogue was the nuanced matter of second home ownership. It might seem like a dormant issue at a national scale, but we recognised its potent local implications. The impact varies greatly, depending on whether you’re fortunate enough to own a second property, or conversely, you find yourself unable to acquire a first one due to market inflation by second homeowners. Notably, we also discussed how this becomes a revenue opportunity for local councils when higher council tax is levied on these secondary or vacation properties. It was particularly interesting to note that individuals over the age of 55, especially those with empty nests, are often more likely to invest in a second home, viewing it as a retirement nest egg or a supplementary income source.
Our discussion also brought to light the escalating demand for DHP and its subsequent top-ups – a vibrant debate that we all found insightful. Councils’ increasing top-ups over the past year mirrors the current cost-of-living crisis. Nevertheless, we also acknowledged the emerging dependency and expectations around DHP for some applicants, raising concerns about the sustainability of the scheme. Any potential future cuts by the Treasury or Department for Work and Pensions (DWP) pose a significant risk to councils administering these schemes.
