Briefing Note: Revenues and Benefits Updates (August 2024)

Overview: The Revenues and Benefits Discussion Group continues to monitor and discuss key developments affecting revenues, benefits, and housing sectors. Though no sessions are held during August, significant changes and updates have been identified, reflecting ongoing shifts in policy and practice.

Key Updates:

Greater Flexibility for Councils on Right to Buy Receipts:

The UK Government has introduced new flexibilities for councils using Right to Buy receipts, allowing for greater investment in social housing. Restrictions on replacements delivered as acquisitions and the cost of replacements have been lifted. Councils can now combine these receipts with Section 106 contributions. These changes are effective for two years, with a broader review of the Right to Buy scheme expected in the autumn.

Xantura and Inbest Partnership:

Xantura has integrated the Money and Pension Service (MaPS) Debt Advice Tool into its OneView platform, partnering with Inbest. This aims to automate and streamline debt management and welfare advice for local authorities, enhancing service efficiency and improving collaboration across departments.

Netcall Acquires Govtech:

Netcall has acquired Govtech, a leader in Revenues and Benefits automation, to enhance local government services. This acquisition is expected to extend Netcall’s capabilities, integrating Govtech’s solutions into its Liberty platform to streamline operations and improve citizen experiences.

Housing Reform Overview:

The Government has outlined new housing reforms aiming to deliver 1.5 million new homes by 2029, with a focus on high-demand areas. The Local Government Association (LGA) has welcomed these reforms as positive steps toward affordable housing but emphasizes the need for secure five-year funding regimes to boost social housebuilding.

Economic Outlook and Interest Rates:

The National Institute of Economic and Social Research (NIESR) predicts a modest economic recovery, leading to a gradual reduction in interest rates over the next few years. This slow reduction will impact borrowing costs, potentially leading to higher bankruptcies and unemployment.

Homelessness Crisis in the UK:

The UK is facing a significant homelessness crisis, with record numbers of dependent children living in temporary accommodation. Local authority spending on homelessness services has doubled since 2010, placing unsustainable financial pressure on councils. The government is committed to a long-term strategy to address this crisis, including increased social and affordable homebuilding.

Conclusion: The Revenues and Benefits sector is undergoing significant changes, particularly in housing policy and local government services. Stakeholders should stay informed of these developments to adapt to new opportunities and challenges in the coming months.
