About Paul

Paul works mainly with Visionary Network, writing plain English Council Tax Reduction schemes for local authorities, and with Policy in Practice on data issues. Since 2012, he has advised councils on the relationship between Universal Credit and CTR, Discretionary Housing Payments and data-sharing legislation.

Before becoming an independent consultant, Paul worked for the Department for Work and Pensions and its predecessors for 38 years. During the final decade of his DWP career, he was Head of Housing Benefit Policy and was responsible for the introduction of Local Housing Allowance.

Alongside delivering a major reform programme, Paul helped transform the relationship between central government and local authorities through better engagement and communication.
