About Jon
Jon spent most of his career with IBS OPENSystems and later Civica, where he became Product Strategy Director. In that role, he led strategic product development, supported business growth and worked closely with central and local government.
For more than two decades, Jon has helped modernise Revenues and Benefits systems. His work includes designing core functionality used by councils across the UK, managing complex programme delivery and improving business processes, data use and customer experience.
After leaving Civica in 2025, Jon established Jon Gibbs Consulting. He now works with Visionary Network to help councils redesign systems, improve delivery and prepare for further digital and policy reform.
